It has become a quick phrase Russians say whenever they feel frustration. But when you put both words together, you can no longer use them to describe a specific person. It’s interesting that Russians use Cyka or Blyat on their own to describe people they don’t like. Percentage-wise, more Russians would never say these words, than English speakers would say the word ‘fuck’. From the Russians that I’ve spoken with, I’d say it’s ruder than any of the 3 meanings written above in English. It’s a very rude phrase, and Russians don’t say it in polite conversation.
